Disagreement on IEP

My son is 9 and has an IEP I recently received the new IEP that the IEP team decided on (I was unable to attend because I was in the hospital) which was sent home for me to sign but I disagree with the changes. They are trying to lower the amount of time he spends in the special education classroom by one hour a day, so he will lose 5 hours a week, at the same time they are also saying he no longer qualifies for summer school program and they are taking away 4 of the 5 speech services he receives all to be started upon returning from summer break. So basically after 3 months vacation take away a lot of his services when last month he had a failing grade in Science on his progress report....any advice?
